The Rules of Procedure Draft deemed to be applicable to the Auction for the rights to use bands for the development of electronic communications, which will cover some relevant to 5G technology (from 700 MHz and 3.6 GHz), has been submitted for public consultation and will remain available until March 25th,2020 for any interested party to comment and share suggestions.
Each wave spectrum will have different lots which will be allocated on a limited basis. The allocation prices and conditions for each lot have already been made public, which in the case of 5G relevant bands have been fixed in light of the average allocation prices registered in European auctions that took place in 2018.
In order to stimulate the entry into the market of new entities, a bidding phase is foreseen only for "new entrants" who will benefit from a 25% discount on the final price of acquired spectrum in the 900MHz and 1800MHz bands.
All bidders are also allowed to pay 1/3 of the final price of spectrum purchased in the 700MHz, 900MHz and 3.6GHz bands on a deferred basis over 5 years.
The approval of the final version of the Regulation and the start of the auction should take place in April, with ANACOM expecting to complete the procedures for the allocation of the frequency usage rights by August.
