Pedro Matias Pereira comments on the caretaker phase of the current government

Pedro Matias Pereira, Managing Associate in TELLES' Public Administration and Public Procurement Practice, comments on about the limitations on the exercise of executive power following the dismissal of the government were published in the article "What can the caretaker government do now? Constitutionalists explain', published by ECO.

The TELLES lawyer explains that 'a dismissed government is delegitimised', following a rejection of a vote of confidence, from exercising full executive power, because its action become subject to a necessity judgment, which demands proportionality but also the urgency of actions.

Pedro explains, in detail, that “there are, however, some rules that set more concrete limits, as is the case with appointments to certain managerial positions or to regulators, including the appointment of the Governor of the Bank of Portugal.’
